Some months ago, EA shut down the download site, as they had previously shut down Bioware Social site, and thus anyone who owned the DLC couldn't get them anymore if they needed them. On old system, with a disc based game, and not having it on Origin, you bought the DLC from BIoware site using Biopoints and then downloaded it from the Bioware Social Website. That site was created to help people who previously owned the DLC but didn't move their games over to Origin.
